The picture itself was used widely as an early promotional image for Rockman DASH 2. The text reads:

The figure in the spiked-bubble thing looks a bit like Yuna–maybe Trigger was supposed to free her first?
I’d say Sera, as it’s an early version of this image:

She does look more like Yuna than Sera, but I think she’s probably not really either one. Given how ominous the entire scene feels, I think it probably was supposed to be the “evil” Mother unit, but I’m betting it was done before they had any actual designs set for her character so the artist just drew something “Motherly” as a place holder.
